Here is my contribution, courtesy of Hands-On experience and Research from the Windows NT Server - Concepts and Planning Guide for NT4.0 from Microsoft.

This is to shine more light on the following issue

PROMOTING BDCs & DEMOTING PDCs

-A BDC can be promoted to a PDC from Server Manager

-When the BDC is promoted, the PDC is automatically DEMOTED if it is Online while the former BDC was being promoted.

If the PDC was offline during the promotion of the BDC, then, when you boot up the former PDC after promotion of the former BDC, the former PDC shall not be accessible from the new PDC, in fact, it shall appear grayed from the Server Manager of the new PDC.

The Solution now, is to access the former PDC and DEMOTE it yourself to make it the new BDC through its Server Manager.
